Former Army Contractor Found Guilty in Massive Fort Bliss Rations Heist

A federal jury in El Paso convicts a retired soldier turned defense contractor for leading a highly coordinated black-market operation that siphoned more than $1.1 million worth of military field rations from Fort Bliss.

Joseph Lavar Davis

47-year-old Joseph Lavar Davis was found guilty of conspiracy to commit theft of government property alongside a count of theft of government property. According to the U.S. Attorney’s Office for the Western District of Texas, Davis used his insider knowledge of military operations to orchestrate the theft of more than 200 pallets of Meals, Ready-to-Eat (MREs) over a six-month period in 2020. A federal grand jury formally indicted Davis and three other co-conspirators in February 2025.

Supply Chain Plot

The multi-layered operation ran from late February through mid-August of 2020, relying on a network where every participant fulfilled a distinct role.

The Logistics Lead

Davis used the knowledge he gained during his active-duty years in military food service supply. After retiring from the Armed Forces, he transitioned into a similar food service logistics role as a civilian contractor at Fort Bliss, giving him direct access to the base requisition system.

The Forgery & Transport

Prosecutors proved that Davis generated fraudulent paperwork to release thousands of field meals without authorization. The network rented commercial trucks to haul the cargo off the military installation.

The Inside Help & Resale

A separate active-duty soldier assisted with the physical loading and transport from the base, while an intermediary connected the logistics team to a civilian buyer. The goods were ultimately funneled to a local business owner who sold the rations online.

The Paper Trail Unravels

The illicit supply chain fractured on August 12, 2020, when a joint task force consisting of the FBI and the Department of the Army Criminal Investigation Division executed a federal search warrant at an El Paso warehouse. Inside the facility, investigators discovered roughly 100 pallets of stolen MREs. A deeper financial and digital audit eventually connected the warehouse's supply back to Davis, exposing the coordinated communication logs and cash transactions used to split the black-market profits.
