What else do Texans need to know about new vehicle inspection law?

Do not know the exact reason for the delay to adding Bexar county for the San Antonio metro, considering San Antonio is the second largest city in Texas, but they will be required to begin doing emission testing on November 1st of next year, 2026.
Personally, my biggest question is if we are no longer required to get vehicle inspections, why are they still collecting an additional $7.50? Is that a convenience fee for the time you save no longer having to go and get your car(s) inspected?
